Postpaid billing + receipts

IBM pay-as-you-go is postpaid, so the QPU fund cannot pay IBM on chain. The trail is: QPU fund wallet SOL → sold to USD by the operator (receipt: date, the SOL-out transaction, USD) → IBM invoice paid (receipt: invoice amount, QPU seconds covered). A SOL-out receipt is only accepted when its transaction exists on chain and comes from the QPU fund wallet.

Until the IBM Cloud billing account is verified and the first invoice receipt posts, the page says FREE MINUTES and only Open-plan runs happen. Then it says PAID LADDER OPEN and the budget is the funded seconds minus the seconds used.
